Russell Dannecker's presentation at the Poverty Institute's Budget Rhode Map was all about the state's economic situation, and the Governor's FY 2010 supplemental budget proposals. You can view the presentation slides at the Poverty Institute's website.
There were a few key pieces of information contained in his presentation.
- The total FY 2010 projected budget deficit is $218.8 million.
- 87% of the budget problem is due to reduced revenues.
- 13% of the budget problem is due to increased expenditures.
- The Governor's proposals in his FY 2010 supplemental budget are comprised on 87% of cuts and 13% of revenue enhancements (exactly opposite of the problem).
- 93% of the Governor's revenue enhancements are one time slaes which do nothing to fix future budget deficits.
- Local aid cuts to cities and towns equals almost $111 million.
- Agency reductions equal $20.6 million.
- Pension changes equal $24.4 million.
